As of July 20th Annual Passholders will have to make reservations for Magic Kingdom for any day, anytime. This includes even if you are going in after 2 PM. This rule has been put in place because of the new parade that is starting called Disney Starlight. Disney is expecting high traffic and attendance for this parade. Specifically, so as they are requiring that Annual Passholders make reservations because they're expecting the park volume to be at capacity. Now they have said that there is no limitation on park hopping. So if you go to another park, you are allowed to park hop after 2 PM to Magic Kingdom as long as there is a capacity limit  availability for that day. There is currently no set date for the end of this new rule.
