Free Access / New Budget

Tark put in $30,313.83 of work for us on startup, and was budgeted ~$16k for future ongoing work just in case.BUT the new budget for his time is now $877 per year. That lowers the threshold on the number of paying Supporting Members we need for the site to be self sufficient. Hopefully we will reach that goal soon with everyone's help.
