I have seen some cases like this where the power company was able to put in a "Boost" transformer at the location where they terminate their supply. This is to account for the voltage drop at the final point of use. I actually think there is a family here on the island (I was just at their house to help the HS Secretary [E.M.] with her new computer) that might have that situation. I'll ask them the next time I see them.
Also, at my house in Birmingham, AL the voltage at the house was too low.. the power company sent out a guy to install a voltage recorder, and when they verified what I had complained about, they changed out the transformer at the pole which was about 300' from my house. The Power companies will generally work with you.
